If she looks a little vacuous and spaced out, it's because she's supposed to look that way.
Another character from my would-be anime "Nekomimi no Kagami", this is Kagami and Yuiko's classmate, Wendy Kendall.
And it just so happens she is just like all the rest of "Nekogami"'s world cat-people.
She really isn't all that smart...
...she is always getting lost in getting into trouble...
...she has the body a Playboy Bunny, plus the fur, and the mind of, say, a lawn sprinkler.
She tends to act a lot like someone suffering from a combination of Downs Syndrome and autism.
Her mother has to go the extra trouble of labeling all her clothes with the days of the week, and then placing all Wendy needs to wear to school in labeled suit bags!
She is often confused and doesn't really understand much.
(You can't see it, and I didn't render it in, but wrapped in her tail, close to it's base, is Wendy's BarbieKen. I'll let you draw your own conclusions as to what that is.)
Wendy will often speak out of turn, or say something which seems nonsensical, right in the middle of serious conversations.
But she is kind hearted...
...and she loves taking care of animals, which seems to be the only thing she knows how to do right....
...and she is incredibly selfless...
...for a nekomimi.
And while she often confuses Yuiko with being her sister, Wendy does her damnedest to make everyone smile.
Even after she nearly burned down the Kendall residence, a mobile home, while trying to bake a cake...
...but that's Wendy, always trying.
In this particular scene, she is dressed up in her "Saturday" clothes, awaiting Yuiko and Kagami, as the three of them are going to the mall to pick up the latest edition of their favorite manga.
(Well, Wendy looks at the pictures, she doesn't really "read" the manga itself...)
